Colonel Griffiths Boscawen introduced the Unionist Social Reform Committee's Housing of the Working Classes Bill. He proposed clearing the slums and providing accommodation in towns and country districts, the Treasury to grant £1,000,000 yearly to local authorities to aid the net cost. The authorities' operations would be under the supervision of three Housing Commissioners, one of whom would be a medical officer of health.
