THE MOTIVES OF FRANCE.

Newspapers here express surprise at the statement of the North German Gazette to the effect that an official warning has been issued to France to beware of the consequences of any wrong action she might take in Morocco. It is pointed out that no mention of such a course is made in the Franco-German agreement, on which is based Germany's entire political disinteressement in Morocco.
The French contend that in the relief of Fez France was only attempting the consolidation of order and internal peace.
(The Gazette published an official warning to France on the consequences of any wrong action on the part of the latter. It was hoped that events would enable France to keep to the programme and not occupy Fez, for the independence of the Sultan in an essential featuie of the Act of Algeciras. A breach of the Act would restore all the Powers to freedom of action. The Axistrian Foreign Office issued a similar warning, says the paper).
