Sir William Steward attributes repeated defeat of his Elective Executive Bill in the New Zealand Assembly to the fact that the people do not recognise that it is an important reform. Sir William stated last night that iie was indeed pleased to see that a progressive town like Mastertou was giving the matter consideration, and apparently agreed with his Bill in the main principles, He hoped that tho time would soon come when all candidates for Parliamentary honours would have to assure the electors that, if returned, they would support a Bill having for its object an Elective Executive
