BY-LAWS BILL

[By Telegravh—Press Association.) WELLINGTON, Thursday

The Council met at 2.30 p.m. The Attorney-General moved the second reading of the By-laws Bill, the object of which is the protection of by-laws against techuical or formal objections. The Minister explained that provision was made for promptly testing the validity of by-laws, but that if a by-law was good in substance and there was only a technical defect, it would be unassailable. The discussion folJowiug showed general approval of the principle of the Bill, but a number of committee objections were raised. The Bill was road a second time, aud referred to tho Statutes Revision Committee.
