(Conservative) for Faroham, answeriug Mr Murray McDouald, M.P. (Liberal) for Falkirk Burghs, said that the twoPower standard would bo impossible if frioudly uatious were excluded from their computations, because the others would expect tv be excluded also.
Sir C. W. Dilko, M.P. (Liberal) for Forest of Djuu, disonssod the treatment meted out to Mr Mullinor, aucl decliued to inform the Hon. R. McKeuna whether he boliovod the allegations wero trno.
Mr McKeuna, after a sharp passage with Sir Charles Dilko, declared that the accusations against tho Admiralty

Replying to some Liberals, rogardiug Britain's adheriug to tlie right to capture an enemy's goods at sea, Mr McKeuna statod : "If wo deprive ourselves of the power of offence,- wo are still compelled to maintain tho supreme, nuyv to protect us agaiust invasion; but if assured that iv the event of abandoning tho right others will reduce their navios upou tho understand!og that ours remains supremo, tho Government is willing to consider such proposals."
