SYDNEY, Thursday

Although Lord Kitchener's formal report will not bo sent to the War Office and Commonwealth Goveruent uutil the New Zealand visit is concluded, Ministers aro becoming verbally acquainted with some of the visitor's more important couclusious. The opinion is gaining ground that Lord Kitchener will recommoud a modification of tho Military Board system of administration, and a reversal to a geueral officer commanding system on a purely war side of'administration, aud that he is also likely to recommoud the expenditure of an enormous sum for strengthening the whole defence of Northern Australia. Lord Kitchener will sail for Tasmania to-morrow.
