PARIS, Wednesday. Marines encountered brigands, at Asuieros, pillaging houses. Tho brigands returned a brisk tire, ai'torwards escaping by jumping from windows and swimming. The police shot two apachos at Boulogne sur Seine. The entire valley of the Seine between Paris aud Havre is flooded. At Rouen the quays, wharves aud suburbs are luundateti. Old Rouen is not touchod by the waters, but factories aud shipyards aro at a standstill. The Seiue has fallen four foot since Saturday. Sappers havo laid thirty miles _of temporary bridges. Tho boat service lias ceased iv most of the Paris scroots, owing to tho water now being too shallow.
