WAIRARAPA SOUTH COUNTY COUNCIL.

MONTHLY" MEETING,

Mk monthly meeting-of the Wairaxapfßoutli Couuty Council was hold at Cartertou ou Saturday, there being present Ors W. Perry (chairman), H. S. Mason, J. Strang, R. Barrer, D. Douglas, F. Court, R. G. Welch, G. Stevens and T. V. Moore.

The treasurer reported a debit balance for the mouth of £1088 18s Bd, receipts since last meeting having been £306 13s Bd. Accounts amounting to £420 14s lid weie passed for payment. A petition signed extensively by influential business men aud others was received, asking that tho Council put bridges over the creek at Clareville aud near Wyett's. Boiug uubridged, the streams were of great inconvenience to traffic, ana the petitioners were prepared to guarantee £25 towards the cost of doing the work. The Councillors sympathised with the petitioners, aud cousiaered that the water races were decidedly inconvenient. Councillors, however, did that ib would bo necessary to Vver up more than twenty feet in wiofh, and the sides could be left open for the convenience of stock. The engineer was instructed to draw up and submit a full report on the matter for next meeting. H. K. Cornish, Clareville, wrote drawing the Council's attention to the stato of the gravel pit at Clareville, which had been condemned as dangerous. Ho asked that the Council attend to the matter.—Left to the Engineer and Councillor for the riding to enquire into. P. Kummer, Kummersteiu, Te Wharau, wrote asking the Council to effect necessary repairs on the Kai-whata-Karaka Bay-road, some of the cuttings near the river being washed away. Ho asked that his thirds be expended on this work.—lt was resolved to open the road for traffic. W. Downard, secretary of the Cartertou Library Committee, wrote for the auunal subsidy (£ls), which was passed for payment. The Department of Roads wrote stating that the sum of £1000 had been provided ou the Estimates for the erection of the Pouatahi Bridge, and if the Council was prepared to erdßi suitable bridge, the Council to provide all moneys over aud above this.—The Council decided that it was impassible to build a bridge out at Whitimauuka for this sum, and the Council was not in a position to expend *uy additional money on the bridge. The Chairmau moved that tho Greytown Borough and the Feafcherstou Couuty oe written to, having the position pointed out to them, aud asking if they were prepared to assist. The bridge would be just as useful to their ratepayers as to this Council's ratepayers. The Department of Roads wrote that £126 os (id was available for expenditure on the Gladstone-Te Wharau-road. It was resolved to call a meeting of Te Wharau settlers to discuss the advisability of raising a loan of £500 for the purpose of metalling aud putting in first-class order the Bauk View-Te Wharau-road. The date was left to Crs Barrer and Douglas. Tenders are to be invited for the metalling of the Gladstone-Te Wharauroad, to be in by next meeting. The Engineer was instructed to draw up and submit a report on the Kokotau Bridge at next meeting. Survey is to be made of the profdeviation on the Admiral-road. tJarrer brought up the matter of doiug something on the portion of the road from the roadman's whare at Te Wharau to the Pahaoa River,a distance of 80 chains. The cost would be about £150. Or Mason concurred, and it was resolved to call for tenders for the work. The proposed expenditure in the Belvedere Riding was held over uutil the December meeting. Tenders are to be invited for the work on Para-road. The matter of putting the proposed cutting through the Parkvale Riding was left to the Engineer. It was resolved to put 120 yards of metal ou the eastern end of the Swamp-road in the Dalefield Riding, and the Engineer was authorised to carry out general repairs. The Council accepted Mr York's offer of a gravel pit at Te Wharau, and ne was accorded a vote of thanks. It was decided that if the settlers ploughed the sides of Swamp-road the Council would grade it, which was much needed. It was decided to write to the Roads Deoartnieut, asking that the thirds to thflfceclit of the Featherston Council on Bluff-road be handed to this Council for expenditure, as there was no such road in the Featherston County's jurisdiction. Cr Moore remarked that some time ago there had been a vote of £250 on the Estimates for the Wairarapa and Mastercon Couuty Councils for the erection of a swing bridge over the Waingawa river. It had been erected but had decayed and fallen away. The settlers wanted the bridge up again, and were willing to devote their thirds to that end. Cr Moore thought the Mastertou County should be written to, or that Cr Perry should see the Masterton County Council chairmau aud iiud out how much that body was prepared to contribute. It was desired to raise £50 with the settlers' thirds, and the government subsidy would briug it up to £100. It was resolved to ask the Masterfcou Engineer to consult with the Wairarapa South Engineer. Being the last meeting of the present Council, the Chairman gave a brief retrospect of the year's work, and all the councillors added a few remarks. ENGINEER'S REPORT. The Engineer's report was read as follows:— Bjfcedere Riding.—During the moV the new metal put ou the Belvedere, Cobden, Manning's and Brook-lyn-roads has been raked in. The wing walls of the Brooklyn bridge have been repaired, and the stonework at the Hinaki ford ou Belve-dere-road patched. The old culvert across Chester-road at the junction with the main road has been replaced with cement and the watertable along the main road ploughed out and graded to drain into the culvert. Parkvale.—Patching has been done on ■ Nix's, Somerset, Carter's, and Moreton roads. The water race crossings ou Hughes-road, East Taratahi, Bristol, Francis and Gladstone roads have been patched. The forma- j tion work on the Gladstone-road has been completed. The re-decking of the Backwater bridge and the patching on the Gladstone Bridge , Lave been completed. < Dalefield.—The grader has been i round raking in the metal put out on ; Walhakeke. tangi, aud Victoria roads. Metalling has been done on Waihakeke-road at the bottom of the hill, and on Jarvis-road. A grom has been put in the Kaitaugata creek to protect a portion of the road that was btiug cut away. Another portion of this road near the top end has been widened for cart traffic.

Mauugaraki.—General repairs have been made on the Pouatahi, Gladstone, Longbush, Kaiwhata, Miller's and Ahiaruhe, and Karaka Bay roads. On the Admiral-road the bad bends at the gravelly faco have been improved by filling in one of the gullies. With Crs Strang and Mason I also inspected the small bridge near the river, aud we decided that the present structure was not worth any considerable expense in repairs, and for the present have made it passable by filling in on the sunken side. The old well on Flat Point-road hag been filled in, and the wash-outs and fordways on this road are being repaired. The patching at Lougbush has been completed, and the road in Wangaehu Valley is now beiug made ready for metafliug by wideuing out the bad turns between Messrs Bttckeridge's aud Bubb's sections. The Engineer submitted an estimate of work required in the County as follows:—Main roads, £423; Maungaraki Riding, £741); Belvedere Riding, £S)5 ss; Parkvale Riding, *s9O 17s; Dalefield Riding, £94 15s. Ou Jan-is , , Joseph's and Moffat's roads the formation was very bad. If settlers would assist by clearing stumps, etc., in front of their properties, these roads could be cheaply formed with an earth summer track on oue side aud a metal track ou tho other.—F. T. M.
