On three occasions during his connection with the Stock Department, Mr Gilrnth, Chief Veterinarian, lias liad leave of absence for extended periods to enable him to travel all over the world and improve his education as an expeit, as well as his status. In now losing Mr Gilruth's services, the Dominion is losing an officer who lias done exceptionally valuable work for the country, and who stands. at the top of his profession. There is, however, a prevailing feeling that it is hardly fair for the taxpayers of New Zealand to be educating experts, by sending them to Pasteur Institutes and foreign laboratories, and then losing the benefit of their services. No doubt it is to give epxression to this sentiment that Mr Hogg, M.P., is asking the Government "if, in making future appointments to important positions in the Public Service, they will endeavour to make arrangements that will prevent the persons who are appointed, directly they have improved their education by means of foreign travel, observation and study, at the cost of the Dominion, accepting positions in other parts of the Empire?"
