AFFAIRS IN RUSSIA.
(Received Last Night, at 9.U1 p.m.) St. Petgksm.'RU, Yesterday.
A stormy debate took place in the Duma, yesterday, on tho qiioslion of the abolition of capital punishment. The Government insisted that iv view of the spread of anarchy aud assassination it was impossible to abolish the death penalty.
After noisy interruption and shouts of "Resign!" all the members of tho Loft rose, yelling : " We don't want to listen to executioners, brigands, and assassins ! The Ministry must resign!"
A number of Deputies, with clenched lists rushed towards the tribune, compelling General Pavaloll', who was speaking, to lcavo the Chamber. The sitting had to be suspended for a time. Later, Count Heyden and Prince Volkonsky, members of the Right, warned tho Duma that if it persisted in its present attitude blood would How.
Ultimately the Dunn unanimously adopted a Bill abolishing capital punishment.
Deputies displayed intense indignation against General Pavaloll', because he has been responsible for many executions.
