The time has now arrived when the ratepayers of Masterton must take into serious consideration the loan proposal, which has been submitted to them by the Mayor and Council of Masterton. The rapid growth and advancement of Masterton during the past few years has be almost phenomenal. What was it that gave this impetus to the town ? In our opinion it was the completion of Mr C. A. Pownall's Water and Drainage scheme; it was those very loan proposals, which were so strongly opposed a few years ago, but which Mr Pownall was able to carry. The old loan proposals have been a blessing to Masterton. We said they would be, when they were first brought forward. Now, the proof that they have been so is absolutely indisputable. We have to consider whether the present proposals are likely to be also a blessing to the town. Masterton is a growing town, which must not be starved. It has to hold the advantages which it has already secured ; and it has also to move forward to reap further benefits. Masterton is a town worth spending money on ; indeed, ratepayers must see that necessary loan expenditure is like bread cast upon the waters which " comes back buttered." As just a preliminary word, we would ask the party of progress in Masterton to come to attention. The loan proposals will, as loan proposals always are, be keenly opposed by a section of the community, unless it is clearly demonstrated that they are for the good of Masterton.
