President Roosevelt, speaking at Atlanta, said that the Federal control of corporations was necessary. Referring to the insurance scandals he said the public conscience had been shocked at the revelations as to the way some great fortunes were obtained and used. Congress, he went on to say, must assist towards ending the Chinese boycott. They came short of their duty towards China, and they ought to operate the exclusion law with as little harshness as possible, showing every courtesy, consideration and encouragement to Chinese, guaranteeing all, except Coolies, the same right of entry and the same treatment as are guaranteed to the citizens of any other nation.
