Mr John Morley, speaking at Forfar, stated that the next Liberal Government would pursue a vigorous, pacific, rational policy. Personally he favoured the creation of an Irish Parliament, under the paramount authority of the Imperial Legislature. He did not expect reform in Irish Government to be the first measure of the new Parliament. The South African annexation was, he said, irrevocable, and full responsible government must be given at the earliest opportunity.
