Touring the Southern States.

(Received Last Night, at 9.25 p.m.) Washington, Yesterday. President Roosevelt is touring the Southern States.

Ho spoke at Richmond, and said that tho United States were bound to play a great part in the world. They must raise their voice for Righteousness and Peaco. Owing to their undertaking to police the seas at either end of the Panama Canal, the United States had a peculiar interest in. the preservation of order for the pacific passago of commorce between the Pacific and the Carribean Seas. Indirectly referring to Venezuela and San Domingo, he stated that if the nations in the vicinity of the canal declined wise and generous assistance, they would ultimately cause America to faco humiliation or bloodshed.
