London, Yesterday.

Mr J. S. Ainsworth is moving in the House of Commons to-night a resolution condemning any general duties on foreign manufactures. The Government have decided that as their attitude has already been clearly defined, all private members' motions raising the fiscal question in any form on private members' evenings will be left to the free and unfettered discretion of the House. Hence the official whips have not issued instructions. At a meeting of Fiscal Reformers, it was decided not to participate in the debate or division.
