The Daily MaiVs St. Petersburg correspondent says that the public in the provinces were kept in ignorance of Port Arthur's fate toy days. .The censor at Moscow altered the leading articles in the newspapers wherein the capitulation was bewailed, substituting in every instance the word " frost" for the words " fall of Port Arthur."
