The Daily Express states that Capt. Higo and " all of the Idzumimaru's crew, and 66 of the Sadomaru's crew, 'have reported themselves at Tomsk. They include Capt. Anderson, Chief Officer JDring and Engineers Kerr and Carmichael.

The Daily Chronicle's Tokio correspondent states that iho Japanese are confident that they are able to take Port Arthur at any moment. They are purposely delaying the capture because if Port Arthur fell the Russians would retire on Harbin, and the Japanese wish 1-o strike both places simultaneously, and settle the war one way or the other for this year at least.
