The Premier, through his Excellency the Governor, has received the following" cable from the Secretary of State, in reply to his despatch of December 1, notifying the passing of the Preferential and Reciprocal Trade Act:—His Majesty will not be advised to exercise his power of disallowance with respect to Act No. j 78,1903, but I assume your Ministers realise that any advantage which may be granted foreign Governments in future by virtue and within the space of arrangement under Section 13 cannot be withheld from the third foreign Power entitled by treaty to " most favoured nation treatment" in New Zealand.
