THE WAR CLOUD.
Crisis Approaching.
(Received To-day, at 12.6 a.m.) London, January 28. Russian military opinion does not believe that Count Lamsdorff has seriously undermined the impression made by Admiral Alexieff at St. Petersburg, and that W__. is appreciably nearer. Grand Duke is combating the Czar's desire for peace. He declares that Russian prestige will not permit concessions being made to Japan's impertinent demands. It is expected that Russia's reply will be ready on Saturday or Sunday, Russia is not likely to move till her new cruisers reach Singapore, except to prevent the Port Arthur and Vladivostok squadrons attempting to unite. The Japanese cruisers Nisshin and Kasuga have arrived at Colombo. Japanese troops, disguised as coolies, are gradually entering Korea. It is intended to double the Japanese land and income taxes, thereby raising an additional forty-four million yen.
