Mr L. M. Shaw, Secretary of the Treasury, epeaking at Chicago, said America was the most prosperous nation in the world, because she produced and consumed more than others. She exports ten per cent, net of her productions, and imports seven per cent, net of her consumption. He considered that State assistance was necessary to secure a regular steamship service for the development of trade with South America, South Africa and the islands south of the Equator.
