AFFAIRS IN IRELAND.
An Appeal for Self-Govern-ment. The Colonial Secretary's Reply. [Received To-dai(, at 1.13 a.m.) Qttawa, August 11. The Right Hon. the Earl of Minto, G,C.M.G., Governor-General of Canada, forwarded the Canadian Commons address to the King, urging that selfgovernment be conceded Ireland. Mr Chamberlain has replied that tho King had nothing to add to the reply returned by Queen's command to a similar Canadian address in 1882.
