SoiiA, July 2. >A Bulgarian Note to the Powers blames Turkey for thwarting Bulgaria's efforts to parity tho Macedonians and accuses the troops and Basbi-Bazouks of shocking crimes and excesses. It urges the Powers to secure the withdrawal of large bodies of troops menacingly concentrated on tho frontier, and to insist on the execution of reforms. It adds that the principality will not be responsible for development should the Porte continue to aot in an unfriendly manner. Eeplying to tho Note, Austria promises to make representations to the Porte.
