" Qi*ei*y."—The " Monroe doctrine" was promulgated by President Monroe in his message to Congress in 1823. It set forth that any attempt on the part of the Allied Powers to extend their system to any portion of the United States, would be considered dangerous to the peace and safety of the Republic. An intention was expressed not to interfere with the existing colonies or dependencies of any European Power; but any oppressive interposition, on the part of independent Governments, or the controlling in any other manner of their destiny by any European Power, would be viewed in the light of the manifestation of an unfriendly disposition towards the United States. It was further declared that America should no longer bo subjects for any new European Colonial settlement.
