Judkx PniMUB. —When a judge puts on tho black oap, when sentencing a prisoner to death, he is only co forming to an oldestablished custom. What the coronet U to tho peer, the black cap is to the judge— the iinial of his official costume. In 1035, the judges solemnly ordained their attire — viz., a scarlet robe, with an ermine tippet, and a coif, or cap, of black cloth. The wig is a later innovation. The black cap, as an essential part of the official costume, must bo worn on all State occasions, of which passing sentence of death is only one.
