THE GOVERNMETNA and THE SERVICE COMMISSIONERS, REPORT.
To the of-the' Waiearapa Dim, Sie,—The action of the Government with regard to the report of the Civil Service Commissioners is open to some remarks. \ The Commission, on its own ■showing, waß appointed for the purpose of inquiring into the constitution and organi sstion of the Service; and to consider by what means the cost may be "reduced without impairing its efficiency. Keeping the object for which the .Commission was appointed in view.it is but 'natural to infer that the would have delayed bringing down the'estimates of expenditure until such time as the report was completed, and considered. If the report was not! intended as a guide for the Government in estimating and reducing the expenditure, what good' purpose is it to serve ? The policy of the Government. decidedly points to a foregone conclusion on their part—first, from their haviug settled in the estimates the .amount of reduotion to be made in the Civit Service Commissioners' report, or, at any rate, before having thoroughly weighed and sifted the evidence to the bottom; second, from the refusal to re-consider the estimates. Considering the mognitude'of the question, aud the interests involved, it is open to argument that the. meeting of Parliament should have been postponed for a few weeks,; in order that the report might have been thoroughly mushed, and time given for an exprsssion of public opinion on the subject before the Government compiled the estimates. It looks as if the Govern-" ment, consoious of their strength, intend to take no notice of the.Commission report, the voice-of the public, or anything else. Perhaps it is" a little dodge" to let this fetish—the Civil, Service eajoy another season's blood-sucking from the patient taxpayer. To-morrow ! to-morow I is ever the cry of the Government in these matters. Great-things are always, to be done in the recess, In the meantime, howev'er,'the taxpayer's pocket is gradually but surely getting lighter. ■ Yours, &g.,
