MASTERTON BOROUGH COUNCIL.
The usual fortnightly meeting of the Masterton Borough Council was held last evening in the Council Chamber.
Present—His Worship the Mayor, an Crs Renall, McCardle, Gray, Feist, Wooi roofe, and Russell.

COKRESFONDEKCK Outward. To J. Y, Smith, re plan of a proposec street. To Mr Bagge re proposed drain. To the Secretary Masterton Fire Brigade re grant of £3O. lo the Inspector of Nuisances respecting enforcing by-laws. _ To the Insurance Company re application for assistance. To the Clerk of the R.M, Court, applying for summonses against ratepayers in arrear. Inward. From Mr W. Morrison, re arrangement for depositing nightsoil on his land, asking for a formal agreement. From Cr Vile, apologising for noil-at-tendance. RESOLUTIONS, Cr Russell moved that the application of Mr Morrison be acceded to. Cr McCardle wished to know for what term the nightsoil was to be deposited on Mr Morrison's land. He thought if they had advertised for applications, they might have made a more profitable arrangement. It was resolved, on the motion of Cr Renall, that Mr Morrison's letter be referred to the Nightsoil Committee, with power to conclude the arrangement. Cr Woodroofe opposed the resolution, miTION. A petition was presented by Cr McCardle from ratepayers in the Columba Road in favor of forming and metalling the road to its junction with the .Kuripuni road. Cr McCardle'stated that the road was included in the schedule of the works to be done.
The petition was referred to the WorkCommittee.
ACCOUNTS. The Finance Committee made the following report Report or Finance Committee. April 1,1870, The payments recommended vevo passed. Cr Russell moved that the "report be adopted with respect to Mr Ingram's application. Cr McCardle seconded it, and pointed out that they ought now to dispense with the services of a Night Watchman, and apply the money to assist the Fire Brigade. . EXPLOSIVE GOODS. The Town Clerk- made the following report:— Masterton, March 31st, 1870. Sir,—l have the honor to report that, in. accordance with the instructions of the Council, I have examined the premises • of ■ Messrs Uaselberg & Co. and Messrs Sellar & Hales, in which they keep their dangorous goods. With respect to Messrs Caselbcrg I have issued a license for their building, which is 'letached, and appears secure. Messrs Sellar & Hales 1 building I do not consider at all fit fsr storing any explosives, as it is connected with stables in the centre of a block of build*
ings, and the gunpowder' and dynamite is kept on the upper floor, whence it could not he easily removed in case of firo. I have ad-, vised them to take immediate steps for removing these materials to .an isolated 'building. As however it is a matter of great diffi; cultytofind. a place of security, I would suggest that the Council might obtain permission from the Education Reserve . Commissioners to erect a small building on the hanks of the Waipoimrtoer, in which all these lands of goods can be kept, and charge »n annual rental to the different storekeepers for storing it, I lave tho honor to be, Sir, Your obedient servant, R, Brown, Surveyor.. RATES IN ARREAR, The Town Clerk reported re several old Local Board rates, which, from error and other causes, could not be collected. The total amount was Lls 4s 6d. The Mayor stated that the Finance Committee advised that they should be cancelled.
The list was proposed to be cancelled by Cr Russell. Or Renall advised that the list should be referred to the chairman of the late Local Board. Cr Russell argued that if they referred the list to anyone they should refer it to the Crown. Cr Renall would have nothing to do with the list as the accounts of the Board were in such a state that they could not bo audited,, Cr McCardle proposed as an amendment that the list be struck out of the books. Cr Russell seconded tho amendment with a lament over the £SOO liability of tho Local Board which the Council took over. Cr Renall said the amendment was almost equivalent to compounding a felony. Or Woodroofe opposed wiping the debts off. Or McCardlepointed out that unless the list was wiped out the Clerk would be bound to summons the ratepayers on it. The amendment was carried by 4 to 2. explosive goods. The recommendation of the Town Clerk was referred to the Works Committee on the motion of Cr McCardle. Cr Renall made a speech in opposition, ' PERRY-STREET. The Committee reported that it could not agree as to the price to be paid for widening the street. The Mayor strongly urged that Mr Perry s offer to take debentures to the amount of £l5O be accepted. He would like to see the matter stand over in the absence of Crs Vile and Gapper. Cr Renall made a speech in favor of restricting the amount to be paid to £IOO Cr Feist said that Mr Perry would not accept £IOO, and he considered that £l5O was too much to pay for a short street of that character. He hoped that no further action would be taken in the matter. Cr McCardle supported the view taken by the Mayor. He thought there was a great future before Masterton and from this point of view the purchase was necessary, He suggested that the ratepayers living in the neighborhood might raise £SO, and moved as an amendment that the question stand over for a fortnight to enable the public to subscribe, _ Cr Renall—' 11 1 will give a pound towards it.
Or Woodroofe seconded the amendment which was carried, Cr Russell dissenting. SURVEYOR. 0 The Works Committee brought up no _ report on the question of a Surveyor, which j had been referred to it. The Mayor strongly advised the Works Committee, to report to the Council at. its next meeting. i Cr McCardle admitted as a member of ' Works Committee, that they had omitted _ to do their duty but would bo prepared to report, to noxt meeting. Cr Renal considered that he could do the necessary work himself, that he had 1 more experience in road construction than either Mr Browne, or Mr Cowan. _ The Mayor thought it would be wrong m principle, and bad in practice, for Cr Renall to undertake the survey work It was decided that the Works Committee should report to the next meeting, PLANS. _ Cr Russell submitted a plan of a building for Mr Hare designed by himself, which was passed on the motion of Cr ■ Woodroofe. Mv Cowan applied for road extensions through Bentley's Estate. The application was referred back for a detailed plan an intimation being given that no objection would be raised when a fuller plan was submitted. . The Council then adjourned.
