LONDON, April 22. The ‘Daily Telegraph's” diplomatic correspondent says that London financial circles are astonished at the news that the German banks, in co-opera-tion with the industrialists, assisted by 60 per cent. State guarantee, are negotiating with the Soviet Government for grunting the latter commercial credits between £40,000.000 and £60,000,000. The credits will be repayable in eight years. The money will he expended in the purchase of German goods. Thus Moscow’s capital will be freed lor political campaigns in China and elsewhere.
