?ar Preaa Aaaociation—Copyrigh*. PARIS, June 28. M. Caillaux has commenced his career as financial dictator, by compulsorily retiring Al. , Robineau (Governor of the Bank of France), and promoting M. Moreau, of the Bank of Algeria, to the highest position in the French banking world: M. Robineau had always refused to allow the Bank of France’s) ■' gold reserves to be used as a elver for Government transactions to save the franc. The sensation is increased by the report that Baron Edouard De Torhschild (another Director supporting Robineau), may also resign. M. Caillaux considers the stabilisation of the franc is necessary, and this is unsolvable without resort to the gold reserves, all of which are in the coffers of the Bank of France. M. Caillaux is also sending M. Bokanowski (member of the Chamber’s Finance Commission) to Washington to ascertain the possibility of obtaining credits from America.
