The normal forces ; of one division and four railway guard battalions in Manchuria are adequate, though these will be reinforced in protection of the lives and _ property of nationals should such a step be necessary. Despatches received by the foreign office from Manchuria state that the Japanese citizens are forming volunteer companies for their self-protection, but the Government has ordered all citizens to observe a strict neutrality.
