On the other hand Germany’s currency is all but stabilized. M. Poincare’s dilemma is that if he wants money' from Germany in order to save France from collapse and himself from ignominious defeat at the coming elections he must leave the Ruhr and eat every word he has spoken during the last fourteen months.
