New York, May 25.

Speaking at Boston, Admiral Sims said that it was vital for the nation’s welfare that the congress should appopriate money to improve Tuam and other Pacific defences if we, were not going to be caught unprepared for war and see many of our battleships destroyed as we would if war in the Pacific occurred now. People in the United States must understand the elements of military and naval strategy.
