FUTURE OF SOUTH AFRICA.

BUDGET DEBATE. MINISTER’S REPLY. , (Per Press Association—Copyright). CAPETOWN, May 24. In the Assembly, the Minister of Finance, replying in the Budget debate, said South Africa’s discontinuance of the navy contribution was tne result of an agreement with the British Government. The Union was not evading its responsibilities, but relieving the Admiralty of certain expenditure over naval defence in South African waters. The total expenditure was heavier than the previous navy contribution. Trouble is threatened in the South West Protectorate by the Bondelsivarz tribe, some of whom resisted arrest, and went into a laager. A force of police and volunteers was sent to deal with the recalcitrants, hut found it difficult to locate the natives in the rough country. Aeroplanes are being employed.
