TO PRESERVE ELEPHANTS.

The white man is no longer tree ro shoot elephants at his will and pleasure in French West Africa. The Governor has issued severe provisional regulations pending the promulgation of a decree on this subject, livery European who has a. regular license to carry arms and who wishes to hund elephants must make a declaration and pay a tax fixed by the district Governors, which must not be less than £4O. This is only good for one year (or less if the decree is issued before the lapse of a year) ami only entitles the holder to kill two elephants. Every elephant shot in excess of the two must be dared and paid for at the rate of at least £2O a head, and not more than live in all may he killed in the year. The spoils p«f an elephant killed in .self-defence must be handed over to the district authority.
