(Received Nov 20 at 11.20 p.m.) OTTAWA Nov. 19.—The Royal Commission investigating tho graft charges against Mr. Flemming, Premier of New Brunswick, resported that it was undoubted that Mr. Flemming had wrongly received large sums'in conjunction with certain Government officials from holders of Government timber licenses. Mr. Flemming declared in the House of Commons that the findings were cruel and unjust, and he refused to resign the premiership.
