The Senate ComniiTu-e of Foreign Relations expressed the opinion that the landing of an armed force on Mexican soil constituted an net of war, but no formal declaration of war was necessary as-the United Stales did not recognise any Mexi can Government.

It is understood that President Huerta wishes to arbitrate in reference to the alleges! insult to the American, but the 1 nited Stales cabinet is wholly opposed to even considering such a question. MEXICAN SENATE MEETS. WASHINGTON, April 15. President Huerta called the Mexican Senate together to advise him. Their decision is unknown vet.
Mr. tV. J. Bryan (Secretary of State) agreed to General Caranza's stipulation that all representations regarding foreigners shall come through the Cnited Slates Government when Ire foreign Governments request United States especially.
