LONDON, Sept. H.—Uv W. L. Bailleu, of Melbourne, has a letter in the Times in which he urges that Great Britain should assist Australia in increasing her population. It is true, he states, that various selfish and shortsighted interests are opposed to the introduction of strangers, even though they be Britains, but these are in a minority. Australia as a whole would and does give cordial welcome and considerable financial assistance to the British emigrant.
