NAPIER HARBOR IMPROVEMENTS

NAPIER, Sept. 4— The report of Messrs Maxwell, Williams, Blair and Mason, the engineers appointed to investigate the harbour scheme propounded by Mr George Nelson, is adverse. It refers to the difficulty of maintaining a channel free from sand on the bar and also sand drift. Whilst the engineers considered the risks and doubts attending the formation of a deep water basin inside were considerable that it does not appear to be a scheme which commends itself. The report recommends the Board to actively push on with the completion of the breakwater for the harbour in accordance with the plan attached to their •report.
