LONDON, June 23— The distribution of half the proceeds of tha increment tax among local authorities is intended to secure to the cities and towns a fair share of the value created by their enterprise.

LONDON, June 24.— The debate on the land taxation proposals of the. Budget Bill was continued yesterday.

Mr F. A. Herbert moved an amend, ment providing for the reduction oJ the increment duty to five per cent.

This was rejected by 322 to 117. Several Liberals supported the amendment while others abstained from voting

The proposal to grant municipalities half the proceeds of the! increment duty was next discussed, the debate leing responsible for no fresh developriients.

In Tuesday's division on Mr Prettyman's amendment to exempt agricultural land from the free increment value duty twenty-three Liberals voted for the amendment with fcbe Opposition.
