mier, Marquis Ito, presented to tbe Korean Court proposals from Japan for the conduct of government in Korea,

The proposals, though not directly affooting the throne, created consternation »t the Court.

The proposals provide for plaoing the administration, of Korea under the control of a Japanese Rasident-General. He is authorised to appoint bis own nominees to all the responsible positions.

The Korean Court offered considerable opposition to the proposals. Ultimately the proposals, in the form of a convention, were agreed to and signed.
