Sir Alfred Milner, High Commissioner, with the assent of Lord Roberts, the Commander-in-chief complained that a great number of visitors come to South Africa without any special call or business. This is especially the case with ladies, who are greatly hampering the military and civil officers in the execution cf their' duties.
