1 ] Ladies a^» Gextixmex, — I have the honor to announce myself as a candidate for your suffrages at the forthcoming election of a representative for the Westland Constituency in the House of A'a you have done me the honor of electing me for the old constituency on a former occasion, and as 1 have been before the public for the last twenty yeais on various public bodies, no further introduction of myself need be necessary., and I will at once proceed to sec out my views on the principal political questions of the day, and so giVe an idea of the attitude I would assume should you again favor me with your 'confidence. The chief object I would have in view were I to gain your confidence would be con&istent and persistent action in the development of mining. The first stage would be the re-organisation of the present inactive Mines Department. This should be one of the most important and energetic Depaittnenfcs of the State, aud yet at present it ia one of the mbst neglected. The re-organisation of the Department would include many important ref orms, and especially in Opening up the known auriferous tracks of country to the prospector and the development of a systematic deep level working scheme, conservation of water, and the construction of water-races. In addition I would also favor scientific assistance to the industry, regular test of all known and subsequently discovered lodes, and facilities should also be provided whereby the scientific knowledge thu,s gained would be placed at the disposal of the public. By this means vast mmeral wealth now dominant would be brought to use throughout the mining districts of the Colony and a new era of prosperity would result. The subject is specially interesting to myself, and with xay persoual knowledge I am sure that if the Pepartuient were made to perform its legitimate duties incalculable good would ensue. The creation of cmployjnentthuß caused would at once remove the cry of the unemployed, now heard throughout the land, and in the independent occupation of the miner our young men would grow np free and independent, and not as at present, with their self-reliance, their very liberty, sapped by the peculiar methods of the present Government.
