BREACH OF THE CUSTOMS REGULATIONS.
Alexander Stephen, master of the Vixen, was oharged at Oamaru with neglecting to make the necessary report within twentyfour honrs after the arrival of the siid yeg§el, the Vixen, at Oamaru. The defendant, who was evidently under the influence of liquor, admitted the charge, but denied that he had committed a wilful breach of Act. The fact was he intended to bring his papers up with him when he came on Wednesday, but had forgotten to do so ; and ■when he had reached the town without them he was too tired to walk back. He also said he did not think it was necessary on bis part to be so exact, as the last time he was here he had been allowed to remain in port three days before his papers were demanded. The offence having been proved, Mr Parker, R.M., pointed out that the penalty set down in one clause of the Act was £100, but by another clause the Magistrate bad power to reduce the sum by three fourths, making the fine £,%5. T?he defendant said the Magistrate might fine hip? #100 or he injght fine him £15, »nd Bhake him by the. heels, but he not|et a cettt'out of him; and was taken out of the Court giving utterance to similiar opinions.
