We publish in another place an Order in Council* embodying a series of long-needed regulations for the better government of the harbors of West Canterbury. The new rules have evidently been framed under the advice of parties intimately acquainted with the requirements of these ports, and cannot fail to be most beneficial in their operation, if justly administered. Many vexed questions, that have led to endless annoyance, disputes, and even los 3 in this port, have been effectually disposed of, and a -wholesome discipline provided that, judiciously exercised, will tend no less to the advantage of the shipping -which trade here than to improve the hitherto anomalous position of the Harbor Master. We are unable in this issue to do more than give the new regulations a passing notice, but shall comment more fully upon them in bur next. The boom of a gun resounding through the town at two o'clock this morning notified the arrival of some vessel in the roadstead. Our reporter hurried to the beach, and there saw, by the glare of the blue light she was burning, the steamer Bruce laying on her paddles just outside the line of break. So much for the rumors that were' current yesterday. The Bruce will cross the bar upon this morning's . tide. The sea went down so much yesterday as to warrant an attempt on the part of the Yarra to take out passengers, mails, and gold to the Claud Hamilton. Very grave doubts were, however, entertained touching the state of the bar, which it was feared had been sadly broken up by the heavy sea of the preceding days. Such, indeed, proved to be. the case, for the Yarra had hardly cleared the rivor when Bhe brought up all standing upon the bar, just where a narrow opening was perceptible at low water. She backed off again, and tried to find an outlet in another part of the bar, but with no better success, and after boxhauling about for some time, the little, steamer succeeded in glueing, and paddled back to the wharf, to the intense disappointment of the numerous passengers on board. We have again to compliment Captain Nicoll upon the masterly manner in which he extri- | cated his vessel from a position of some danger, as once or twice Bhe was swept by the sea in perilous proximity to the North Beach. The failure to tender the s.s. Claud Hamilton yesterday determined the agent to send her to Greymouth, there to take in the passengers and freight awaiting shipment. As the Grey bar is. in good condition, she will be tendered by the Persevere on this morning's tide, and return to Hokitika in the afternoon, when the Yarra will make another effort to reach her.
