RUSSIA.

An Imperial decree has been issued, dated May 29, whereby all political prosecutions still pending in reference to latest risings are exhausted, and all persons implicated, excepting always criminal offenders, are amnestied. No fresh prosecutions will be instituted in reference to the last foolish insurrection. All Poles detained in Russia will be allowed to return to their homes, if the officials of the locality in which they have been detained give a good report of their behaviour. Polish priests will receive permission to return to their homes from the Governor of Poland ; and the natives of the western provinces, who may have been banished their homes by order of the Adwill receive permission to upon obtaining testi-

monials of their good conduct. All Polish priests are to be subject to the Governor of Poland, as well as to their bishops.
