(FROM. THE ALTA CALIFORNIA ) ABMS AND MUNITIONS OF WAR FOR MEXICO. The only movement in Mexican affairs worthy of note took place last Thursday in New York. A steam propeller, two masted and double-decked, 800 tons burthen, and easily convertible into a war ship, with a cargo of 8000 revolvers, 4700 rifks, twelve pieces of artillery, and a large quantity of powder, shot, shell, &c, left New York for Matamoras. Generals Lew, Wallace, and Brigadier-Geneial Sturms, recently of the United States army, are on board the steamer. The agents of| Maximilian in New York attempted to stop her departure, but it was no go, and the Liberals will shortly have a liberal supply of war materials. Let's see what they will do with them. SPANISH FOKCE FOB THE PACIFIC. It seems a second Spanish fleet, destined for the Pacific to give Chile another drubbing, is en route. A letter from Havana announces the strength of the force as follows :—: — The Spanish fleet which is to take the of that of Admiral Nunez in the Pacific
will be composed of the following vessels :•— lronclad — Tetuan, 41 guns, 1000 horse power. Steam Frigates— Navas dc Tolosa, 50 guns ; Frinccsa de Asturias, 50 guns, 360 horse power ; Conceptciou, 37 guns, 600 horse power; Isabel 11, 16 guns, 600 horse power. Transports— Four transports, names unknown, carrying ten or twelve thousand infantry. To this force will be added such of the fleet of Admiral Nunez now at Rio Janeiro as will be found fit to resume active duty. THE ANNEXATION OF CANADA. In retaliation for Mr Banks' jocose proposition to annex the British North American provinces to • the United States, a blue-nose legislator, named Skinner, has introduced into the New Brunswick Parliament a Bill " to establish conditions for the admission of the States of Massachusetts, New York, Pennsylvania, Maryland, and the district of Columbia into the British North American Confederation, and for the organisation of territorial Governments for the other States of the American Union." Those who remember the several faux pas of Secretory Seward at the outset of our civil war, will be reminded by this episode of his speech, foreshadowing the spreading reach of the eagles until they "overhung the vicinity of the Arctic circle." SAVAGE DEMAND FOR FENIAN SCALPS. In the Canadian Parliament, a few nights ago. a proposition to appropriate 100,000 dols.. to be "placed at the disposal of the Government for secret service, was debated, and one of the members thus expressed his opinion as to the proper use of the money :—: — "Mr Rymall thought we might rely for information on the native Canadian residents in the United Statts. We bad friends wherever the Fenian organisation extended, and the men who were ready to come back to peril life and limb in defence of their country would be likely to give us more correct information than men who would pretend to betray their associates in wickedness. But he would suggest another idea for the expeuditure of this 100,000 dols. He would add that he looked on the Fenians as half human hyenas, who should be hunted down without mercy ; and* if the Governmentwould offer our citizen soldiery a bounty of five dollars for every scalp of a Fenkn brought in, 100,000 dollars would be sufficient to exterminate 20,000 Fenians, and after that there would be no occasion for secret service money." (Cheers and laughter.) The appropriation was carried. DISCLOSURES CONCERNING A NEW FILIBUSTERING EXPEDITION. A soldier, Avho signs himself a " Onearmed Detective," writes thus from Adrian, Michigan, to the Cleveland " Herald : "— Once a soldier, and now a one-armed pensioner, let me speak a few facts that may interest some of your readers. For nearly a year past a scheme has been on foot to send armed party to some of the cential American ports, seize the country, and organise a purely Yankee Republic. The principal points of operation are Cleveland, Cincinnati, St. Louis, and New Orleans. Your city is largely repesented, and the scheme begins to assume a tangible form. The money for the expedition is pledged by some of the wealthiest citizens of the abore places. The work of recruiting and arming the expedition is under the charge of Lieutenant Guy Wisner, a young man of great bravery and tact, and well calculated to push the matter to the last. The number of men required to stiirt with is 5000, aud Guy Wisner's roll, could they be found, would count well nigh 4000. The expedition is to commence some time in September next A band of New Mexicans is also to leave some of the Texcn ports at the same time. The projectors of this scheme have been both secret and expert. During the past winter Lieut. Wisner's time has been mostly spent in this place. Onetbird of the apparent workmen and loafers who lounge around your park and street corners are the sworn adherents of this young filibuster.
