PROPOSED CONVOCATION OF A CONGRESS.
Stdttgabd, August 1. Intelligence received here from St.. Petersburg states that the Emperor ,of Russia intends to propose the convocation of a, Congress of the Powers who signed the treaties of Vienna. The princes of the States that have been occupied by Prussia, namely, 'Hanover, Nassau, Darmstadt, and Electoral Heiie, will assemble shortly 'in this city fora Conference. Prince Frederick William will represent the Elector of Hesse? AVurtemburg has not yet determined to propose an armistice.
