The s.s. Ruahine arrived at Welling-" ,ton*from Panama at 12.30 p.m. on the 2nd inst. The cause of her detention was the breaking down of one of the engines on the 21st ult. She bad to finish the trip with one engine. The following is a summary of the

(By Atlantic Telegraph). Napoleon has demanded an extension of the French boundaries to the Rhine.-
Prussia refuses to allow the Rhenish Provinces to be given up to France.
The ratification of peace between Austria, Prussia," and Italy is expected to be completed in about ten days. Napoleon denies any intention of annexing Belgium to France. The King of Italy will negotiace with the Pope to surrender Rome as the dapital of Italy. The Bill to annex Hanover, Nassau, Hesse, and Frankfort to Prussia is before the Legislature of Berlin. The armistice has been extended to the 19th September.
