TO THE GOLDFIELDS' ELECTORS OF WESTLAND. ri ENTLEMEN,— A Goneral Election of Members for tho Provincial Council of Canterbury is about to take place, and I havo beon requested by very many of my friends to offer myself as a Candidate for tho honor of being your representative. I believe them sincoro in this expression of thoir wishes ; and with an earnest desiro to oblige thorn, and faithfully serve the main supporters of *this great community, I offer you my sorvices, pledging myself (if elected) to stedfastly guard your interests, and advance to my utmost the general well- : being of the Province. As a Goldfields Representative, I humbly flatter myself that I am especially qualified to judge of all matters connected therowith. For tho last twelve years I have residod sololy amidst bustling and energetic ' goldfiolds communities, and httvo - taken an active interest in all masters concerning thoir pubjio welfare. I was one of tho thirty assessors appointed for the decision of weighty mining. matters in tho Castlemaino district^ '.yictoria, and I havo had much praotical ' and well tried experience in quartz-reofiiigi deep sinking, alluvial, and all otyier methods of gold mining. Before tho day of oleotion, I hope to personally lay before you a candid exposition of my views on political and public .rtjatters generally. I will, however, now briefly state to you my opinion on tho following important topics :—: — ' ( In public expenditure I advocate an increased attention to tho requirements of the goldfields, and a greater liberality towards tho Westland Province generally than has hitherto been evinced by the Canterbury Government; at tho samo time I would novor support by my vote tho obtaining of loans for public works except on very favorable terms, as I do not considor it honest or honorable to enrich our country for the present at the oxponso of its future prospects. The Goldfiolds Regulations I consider require a most careful revision and modification, to meet, as far as practicable, the particular exigencies of each individual district, and in the event of a Goldfields Commission being formed, I shall strenuously oppose the appointment of any momber not possessing a good practical qualification for the responsible duties deputed to him. I am favor of tho sale of the town lands of Hokitika at a uniform price of L4B per acre, and tho speedy constitution of a municipality m Hokitika will . have my warmest advocacy, for I believe in the expenditure of our local revenue by ourselves. Tho question of Separation has been of lato little commented on by tho public of Westland 5 I believe myself that we are not yot ready for it, and shall advocate tho present preservation of tho .unity of tho Province by an equal administration of justice both in East and West Canterbury.
