Westland district, at the Court House, Hokitika, on Monday, 11th June, 1866, at ton o'clock a.m, Edw. J. Lee, 2823 Revising Officer. TO THE GOLDFIELDS' ELECTORS OF WESTLAND. r\ ENTLEMEN,— A General Election of Members for the Provincial Council of Canterbury is about to take place, and I have boon requosted by very many of my frionds to offer mysolf as a Candidate for tho honor of being your repre•sontativo. I boliovo thorn sincere in this expression of their wishes; and with an earnest desire to oblige thorn, and faithfully servo tho main supporters of this groat community, I offer you my services, pledging myself (if elected) to stedfastly guard your interests, and advance to my utmost tho general wellbeing of the Province. As a Goldfields Representative, I humbly flatter myself that I am especially qualified to judge of all matters connected thorowith. For tho last twolve years I havo resided solely amidst bustling and energetic goldfiolds communities, and havo taken an active interest in all matters concerning their public welfare. ! I was one of tho thirty assessors appointed for the decision of weighty mining matters in the Castlomaine district, Vjotoria, and I have had much practical and well tried experience in quartz-reofing, deop sinking, alluvial, and all other methods of gold mining. Before the day of election, I hope to personally lay before you a candid exposition of my views on political and public matters generally. I will, however, now briefly state to you my opinion on tho following important topics, :— In public oxpendituro I advocate an increased attention to the requirements of tho goldfields, and a greater liberality towards tho Westland Province generally than has hitherto boon evinced by the Canterbury Government ; at tho same time I would never support by my vote the obtaining of loans for public works j oxcopt on very favorablo terms, as I do not consider it honest or honorablo to enrich our country for tho present at tho exponso of its future prospects. Tho Goldfiolds Regulations I consider require a most careful revision and modification, to meet, as far as practicable, the particular exigencies of each individual district, and in the ovent of a GoldfieJds Commission being formed, I shall strenuously oppose tho appointment .of any momber not possessing a good practical qualification for tho responsible duties deputed to him. I am favor of tho sale of tho town lands of Hokitika at a uniform price of L4B per acre, and tho speedy constitution of a municipality in Hokitika will havo my warmest advocacy, for I boliovo in tho oxpondituro of our local revonue by ourselvos. v Tho question of Separation has been of late little commented on by the public of Westland ; I boliovo mysolf that wo aro not yet ready for it, and shall advocate tho present preservation of tho unity of tho Province by an equal administration of justice both in East and West Canterbury. I havo tho honor to bo, Gentlemon, Your obedient servant, Geo, Arthur, Jloiwepk,
