TO THE ELECTORS OP CANTERBURY IN WESTLAND. /GENTLEMEN,— I feel that an apology is duo to you for not having paid you a visit in person long since. It has boon my earnest wish to havo done so, but I havo beon prevented from taking so long a journey owing to tho temporary results of an accidont. I should havo addressed you by letter had I not oxpectod to be able to pay you a visit. You will gather my opinions upon matters affecting tho Province gonerally from tho address which accompanies this letter. I havo only to add a few words upon matters especially connected with tho Wost Coast. With regard to the Road, I think tho Government wore driven afonce to make a choice between two things, either tho immediate erection of Westland into a separate Province, or tho construction of a road and tolograph, by which you could bo placed in communication with tho Govornmont on this side. It was obviously impossible that any sort of Govornmont could bo administered on tho Wost Coast, from this side, with any justice or satisfaction to yoursolvos, without such a communication. In adopting tho latter of those two altornativos, tho Government doos not appear to mo to havo aotcd in a manner hostile to your wishes, for I cannot learn that tho population on the West Coast has at any timo unanimously or distinctively, expressed its wish to bo formed into a soparato Province, although tho subject has naturally beon discussed in tho public journals. In the absonco of a vory distinct demand on tho part of tho Wost Coast, and an immediate determination on tho part of tho Government to sovor Wostland from Canterbury — a step which any Govornmont would havo beon exceedingly loath to tako — the construction of tho road and telegraph was absolutely necessary. I am quite awaro that][the cost of this road has boon very groat, and tho charge of any part of it upon, the revenues of the Wost Coast has beon strongly opposed. I havo no doubt a fair arrangomont will bo come to by tho Provincial Council, assisted by your own representatives, for charging tho cost of this work in a manner that will bo satisfactory to both parts of tho Province. A suggestion has been mado that it should be placed upon tho Loan, and if such an arrangement should tend to cement tho union between tho two parts of tho Provincoj it would receive my support. Although the great mass of tho population on tho West Coast do not voto for tho Superintendent, tho interests of that part of tho Province aro equal in magnitudo and importance to those on <his side, and it will bo tho duty of tho Supcrintondont, by frequont visits, to make himself personally acquainted with tho wants of tho pooplo and tho conduct of the Govornmont. You have now five Members in the Provincial Council, but that which will most completely secure the attention of the Government to your affairs will be the presence of one of those gentlemen in th» Executivo Council ; that is an arrangement I Bhould always wish to see carried out if practicable, and I have no doubt you will return men for the Provincial Council, who will be able and be prepared to take such a practioal part in the administration of the affairs of the province. The system of municipalities for the expenditure of local revenues in the districts in which they arise, is one whioh may be beneficially extended to your part of tho Province. lam naturally anxipus to preserve the unity of the province ; but I am perfectly sure that the result can only be obtained by administration of equal justice to every part.
